I know someone who used to supply Turkish Win98 booklets with CDs like that. There are keys that are OEM specific or country specific, but the CD is universal and any valid key will work. It's probably just a non-transferable OEM or fulfilment version. If you want to get precise about it, it's worthless without a COA sticker or license booklet with COA on it. Don't worry about the X- numbers, they're M$ part nos. If it works, then there's a fair chance it does. So how can I tell if the cd is the one that belongs to the product key on the sleeve?
